E-4. Rights and Services for Homeless Migrant Students

Due to the high mobility and poverty experienced by many migrant families, some migrant students may be considered homeless under the McKinney-Vento Act (Title X, Part C of the No Child Left Behind Act [NCLB]). Participants will learn about McKinney-Vento eligibility criteria and services available to qualified students. Provisions for homeless students contained in other federal laws, including the Individuals with Disabilities Education Act, Title I Part A of NCLB, and the College Cost Reduction and Access Act also will be discussed. Participants will learn about:
> The definition of homeless;
> McKinney-Vento rights and services;
> The similarities and differences between the homeless and migrant education programs;
> Suggestions for collaboration between homeless and migrant education programs.
