Supplemental Education Services under NCLB

This policy brief analyzes evidence relating to the implementation and effects of the supplemental education services (SES) provision of the No Child Left Behind Act of 2001. The SES provision requires school districts to pay the cost of third-party, after-school tutoring services for eligible students. The data and analyses presented here highlight limitations in the current law and implementation of SES: low participation rates; limited services available for English language learners and special education students; and, state and district capacity to implement the law and monitor program quality.

Out-of-School Immigrant Youth

The Public Policy Institute of California has issued a research report and brief by researchers Laura E. Hill and Joseph M. Hayes entitled Out-of-School Immigrant Youth and California's Out-of-School Immigrant Youth: A Vulnerable Minority. The report looks at immigrant youth, who come primarily from Mexico and Central America, who are not receiving education or schooling. Researchers concluded that few educational services--including those provided by the Migrant Education Program (MEP)--appear to be reaching out-of-school immigrants. The report provides descriptive information on out-of-school immigrants, describes the MEP, describes the socioeconomic needs of out-of-school immigrants, and offers findings and policy implications.

The California-Mexico Health Initiative (CMHI) launched a new website that provides information on programs in the areas of Access to Health Care, Research and Policy, and Training and Exchange. The site contains useful publications like a Spanish-English Health Dictionary, Fact Sheets on the Latino Population and a Guide to Health Programs that can be downloaded from the site.
